This is a public records request pursuant to the California Public Records Act (Government Code Section 6250 et seq.). I am requesting the San Mateo County Transit District (henceforth “the District”) furnish the following records to the fullest extent provided by the law.

  • documents related to the design of the Advanced Signal System Project (aka CBOSS), specifically
  • technical documents specifying the system architecture produced by the District and its contractors, and
  • documents and database contents of IBM DOORS or other engineering requirement management software or systems, and
  • internal and external presentations made concerning technical and operational details of the Advanced Signal System Project, and
  • documents regarding the safety certification process of the Advanced Signal System Project, and
  • documents detailing the implementation timeline, process and risks to implementation, and
  • documents related to the final recommendation by staff to abandon the project.

Internal emails need not be included unless they include technical details of the project. Shall information in these documents be redacted, please provide explanations for redaction. Documents produced after the abandonment of the project in the first quarter of 2018 need not be furnished unless they contain information about the technical nature of the project not included in responsive records dated prior to the abandonment of the project.

Pursuant to the Government Code Section 6253©, records or notice of delay of no more than 14 days shall be provided within 10 days of this email. The records requested shall be furnished in full, by response to this email or in posting to the NextRequest portal maintained by the District. Should any portion of this request be denied, Section 6253(d) requires the names and titles of individuals employed by the District responsible for such denial, as well as reason for denial.

In addition to the above, please post all responsive documents publicly on the NextRequest portal. Access to information should not be limited to those who have the time and means to navigate the bureaucracy of public records laws.
